The Rules of the Hunt

Gradi, day 28 of Autumn, 557 (March 9, 2005)

Clan Hunter seeks to Hunt Well, and to serve as a good example to all. We pledge to fight on the side of good, and to eschew evil in all forms. We, the members of Clan Hunter, hereby declare the Rules of the Hunt.

General Guidelines

• All Hunters must uphold the Rules of the Hunt.
• No Clan member may accept a debt or duty on behalf of Clan Hunter or its members, without their permission.
• All Clan members must assist those in need, be fair and equitable, and exercise good sportsmanship in all competitive matters.

Governance

Clan Hunter is governed by Written Rules, the Will of Active Members, and an Officer, the Master of the Hunt (MotH).

• The Written Rules are these and may be altered only by the Will of Active Members.
• The Will of Active Members is expressed through Official Polls.
• The MotH is the Word of Law, subject to the Written Rules.

The Master of the Hunt

The MotH has many responsibilities to the Clan, and is granted Traditional Authority above that of other members. As it is the Duty of the MotH to display exemplary dedication to Clan Ideals, so it is the responsibility of each member to accept the MotH's Final Decisions in Clan Matters. The MotH's duties include:

• Follow and enforce the Rules of the Hunt.
• Manage Clan communications.
• Keep an Account of Clan Funds and Property.
• Appoint Hunters to Ancillary Offices and define the responsibilities of Officers.
• Create effective polls to resolve specific processes.
• Maintain an accurate and timely record of member status and contact information.
• Mediate conflict within the Clan, as Mediator or Final Arbiter.
• Authorize Inductions and Expulsions of members.
• Maintain the “MotH Scroll of Wisdom” and pass it on to the next elected MotH
• Maintain the official Rules of the Hunt in a publicly accessible place.

Selecting a Master of the Hunt

The Master of the Hunt leads for two years, beginning at the New Year. At the beginning of the final season of the reign, the MotH calls for Nominations. Potential MotH Candidates must nominate themselves for the office, and solicit additional Nominations from the Clan. Candidates must accrue a number of Nominations at least 1/4 of the current active Clan, rounded down. Hunters declare whom they are nominating to the Clan at large. Each eligible member is allowed one Nomination. Nominations can be transferred if the list of Candidates changes.

Nominations should be finalized two Zodiacs prior to the end of the MotH's reign, at which time the MotH will call for Candidates’ speeches to declare their campaign platforms. An election poll is conducted in the final Zodiac of the term. The candidate with the most votes wins. In case of a tie, the MotH will Appeal to Orion for judgment.

The MotH-Elect is to be inaugurated into the office in a ceremony run by the MotH.

Crisis of Leadership

A MotH may be removed from Office by a Poll of Dismissal, Conspicuous Absence, or Voluntary Resignation. In the event the Office of MotH becomes vacant, the most recent active MotH assumes Office.

New Clan Members

Hunters should identify potential members, befriend them, and hunt with them. If the potential Hunter is worthy and wishes to become a Clan member, a formal Sponsor must step forth and notify the Clan. The Sponsor should encourage the recruit to interact with the Clan.

When the Sponsor judges the recruit ready for Admission, the Sponsor should call for a vote to offer Membership. If the candidate does not qualify, the process may begin again after 4 Zodiacs.

Membership Status

Hunters may be Active, Inactive or Emeritus. The MotH must adjudicate this status, according to the request of the Individual and other circumstances.

Active members must be aware of Clan activities and feel qualified to cast votes in Clan matters. Active members are allowed to call for and vote in Clan Polls, hold Offices in the Clan, Sponsor new members, and nominate candidates for MotH. Active members with a shared spirit count as a single member for these purposes. The MotH must be informed of which Hunters share a common spirit.

Inactive members might not feel qualified to cast votes in Clan Matters, whether or not they are present in the lands. Members may be deemed Inactive, at the discretion of the MotH, if they are conspicuously absent from the lands or communications with the clan.
Emeritus members are those who wish to retire from active service to the Clan and from the lands in general, but wish to remain in communication with the Clan at large. These members can not be removed from the Clan on the basis of conspicuous absence. Eligibility for Emeritus status is at the discretion of the MotH, as is the access of Hunters Emeritus to Clan-wide communication. Hunters Emeritus wishing to return to Active status must be Sponsored and voted upon as would a potential member.

Leaving Hunter

Any Hunter at any time may leave the clan by notifying the MotH and relinquishing their clan badge. Members may also be removed by a Poll of Expulsion. The Moth or two or more Hunters can Challenge a member's status by calling for a Poll of Expulsion. Reasons for Expulsion can include:

Noncompliance: Failing or refusing to obey the Rules of the Hunt.
Imposter: Any individual obtaining a Clan Hunter Badge without due process or any Hunter experiencing a spirit shift.
Lost: Any Hunter not seen in the lands for 2 years, without notice.
Reviled: Any Hunter manifesting a negative karmic balance.
Dishonored: Any Hunter deemed unfit to wear a Clan Hunter Badge, on the basis of witnessed or verifiable actions.

Polling

Polling is the primary method of governing Clan Hunter and must be accessible to the Active Clan Members. It is a right and responsibility of each Active Member to participate in Clan Polls. Poll subject, design, and interpretation when appropriate, are ultimately the responsibility of the MotH; however, any Poll to change the Rules of the Hunt or Clan membership must be anonymous and requires a two-thirds majority of eligible voters (always round down) to support an outcome.
The creation of Polls is at the discretion of the MotH, with three exceptions. Upon the formal request of two or more Hunters, these Polls must be posted within one Zodiac of being called and concluded within two Zodiacs of being posted:

1: Poll of Expulsion to expel a Member from Hunter. The voting options shall be 1) Retain Membership, and 2) Revoke Membership.
2: Poll of Confidence to address a specific Action or Decision of the MotH. The voting options shall be 1) Confidence, and 2) No Confidence. A vote of Confidence supports the MotH’s Action. No Confidence reverses the MotH’s Action or Decision.
3: Poll of Dismissal to remove a MotH from Office. The voting options will be 1) Retain, and 2) Dismiss. If a MotH is dismissed, a Crisis of Leadership will exist.

Appeal to Orion

The Clan is dedicated to Orion and its members may turn to him in need. Any Hunter may make an Appeal to Orion, naming some form of Contest of Skill or Chance through which Orion can impart his wisdom. Once all parties involved agree on the Rules of the Contest, Representatives of each side in the matter compete in said Contest. Members should trust that the outcome of the Contest, and the resolution of the Issue or Controversy at hand, is the Will of Orion. An Appeal to Orion is used to guide the MotH or clan members, not to replace procedures described in the Rules of the Hunt.
